Add a developer script that uses ffmpeg lavfi sources to create
synthetic video test files without storing binary media in the
repository.

Allow callers to choose codec, resolution, duration, frame rate, source
filter, pixel format, output path, and overwrite behavior from the
command line.

Expose the generator through just and ignore generated testfiles in git.
